协调委员会SRDP-IWMC河静办公室位于河静市的中心，在一条有许多政府办公室的街道上，是SRDP项目（IFAD组织）和IWMC项目（比利时政府资助的ODA）的总部。总成本是有限的，现有的办公家具应尽可能地重复使用。

Located at the heart of Ha Tinh city and on a street with many governmental offices, the Coordination Committee SRDP-IWMC Ha Tinh Office is the headquarter of the SRDP project (IFAD organization) and IWMC project (ODA funded by Belgian government). The total cost is limited and the existing office furniture should be reused as much as possible.

气候变化是一个显著的问题，已经全面影响了河静的城市和农村地区。此外，快速的城市化已经使农村地区变得不平衡。农业用地已经减少，这严重影响了当地社区的稳定生活方式。

Climate change is a remarkable issue and has affected comprehensively on the Ha Tinh’s urban and rural areas. Moreover, the rapid urbanization has been making the rural area imbalanced. The agricultural land has been reduced, which seriously impacts on the stable lifestyle of the local community.

本项目的设计理念是定居栽培和定居的综合体，旨在实现三个目标。标志性的形象 + 低成本 + 快速施工。

The project’s design concept is a synthesis of Sedentary Cultivation and Settlement aiming to three objectives: Iconic imagery + Low cost + Quick construction.

三层楼的建筑群被置于东西方向。上面两层被一个充满植物和农作物的格子结构所覆盖，我们称之为 “垂直领域”。该结构由400mmx400mm的混凝土块垂直堆叠而成，囊括了整个内部工作空间。

The three-storey building block is placed to East-West direction. The two upper floors are covered by a lattice structure full of plants and crops which we call the Vertical Field. The structure which is comprised of 400mmx400mm concrete blocks stacked vertically embraces the entire inside work space.

灌溉系统被整合在砖块的连接处，将当地城市和气候问题（如噪音、空气污染、过热和台风）的负面影响降到最低。同时，这种有利于农业的工作环境为用户创造了不同的体验，他们可以自己种植蔬菜。

The irrigation system is integrated inbetween the blocks’ joints, minimizing the negative impact of the local urban and climatic problems such as noise, air pollution, overheat and typhoon. At the same time this agriculture-friendly working environment creates a different experience for the users who can plant vegetable by themselves.

该项目是一个在城市背景下改善蔬菜使用的想法，并且仍然满足未来的能源需求。农业和建筑的结合是可持续发展的基础。

The project is an idea of improving usage of vegetable in urban context and still meets energy demand in the future. The synthesis between agriculture and architecture is the foundation for sustainable development.
